Key behavioural non-monetary factors that influence owners investment decisions include improved living and building conditions, the perceived level of effort and potential disruption required to complete energy renovations, and uncertainties on the outcome of the investment. The influence of these factors differs between owners who live in the property they own and those who rent it out. By considering stakeholders motives to invest and the heterogeneity of population groups, the design of policies and measures could help to increase the rate of energy efficiency renovations.

Drawing on ethnographic case studies informed by theories of social practice, this paper examines to what extent low energy and other environmental concerns come into play in renovations when they are conceptualized as social practices. A practice theory approach is adopted to analyze the intersection of renovations with homeowners practices. The analysis highlights the disparity between policy intentions for energy efficiency and everyday life.

- Our research highlights an overlooked factor: housing market structure itself shapes renovation incentives (Jakuionyt and Singh 2025). Lithuanias energy efficiency challenge is rooted in its housing stock legacy. Following rapid post-war industrialisation, Soviet authorities constructed massive residential complexes to house the growing urban population. These uniform concrete apartment blocks, built primarily between 19501990, still house 67% of Lithuanian residents today.
